Vehicle Stickers

Village sticker enforcement begins October 1st of every year. Stickers are valid through the end of the day on September 30th.  July 1st is when all vehicles must display the current village sticker on the lower side of the passenger side windshield.  Village stickers can be purchased by visiting the village hall, or through the mail (with the renewal form that was mailed out to you). Please note that a village sticker is referred to many things including village sticker, registration sticker, village registration vehicle sticker, parking permit/decal.

RESIDENT ONLY PARKING ENFORCEMENT WILL START ON SATURDAY, NOVEMBER 1, 2025

 

Ordinance 9-22-1 Resident Parking Only Between 2 AM through 6 AM: This ordinance states that vehicles that are not registered to a residence or business in town can be written under this section.

9-22-1: RESIDENT PARKING ONLY BETWEEN 2 A.M. AND 6 A.M.:
For the purposes of this chapter, the following resident parking only is hereby established on all municipal streets, alleys, parking areas, and other thoroughfares located within the corporate boundaries of the Village of River Grove between the hours of 2 a.m. and 6 a.m. each day of each week. The establishment of the above identified resident parking only policy applies does not modify the regulation of the parking of commercial or recreational vehicles within the Village. All commercial and recreational vehicles must comply with all applicable ordinances, including without limitation Sections 6-12-11 and 6-12-12 of this Code. (Ord. 2025-05, 3-17-2025)

Ordinance 9-22-2 Resident Parking Only Permits/Decals – Village Vehicle Sticker:  This ordinance requires a vehicle to possess and display a valid permit (vehicle sticker) in order to legally park in a resident only parking area.  In order for a resident/business owner to receive a village sticker, the vehicle must be registered to a River Grove residence or business (9-17-2 (A)).  That is outlined in the bold section of the ordinance posted below.  What that means is if a vehicle displays Illinois plates, and a valid village sticker, but the vehicle is not registered to a River Grove residence or business, that village sticker is technically invalid for purposes of acting as a parking permit for resident only parking and the vehicle should be written for this violation.

9-22-2: RESIDENT PARKING ONLY PERMITS/DECALS - VILLAGE VEHICLE STICKER (referred to as village registration vehicle sticker):
Residents and businesses of the Village of River Grove who purchase and properly affix a valid Village vehicle license {"vehicle sticker") issued pursuant to Chapter 17 of Title 9 of this Code to a vehicle shall be considered a valid resident only parking permit for parking on such village street, alley, or other public way between the hours of 2 a.m. and 6 a.m. 
so long as the village registration vehicle sticker has been issued to the motor vehicle which is registered with the Illinois Secretary of State at an address located within the Village of River Grove and as can be confirmed by the current Illinois Registration Identification Card issued for the subject vehicle and license plate by the Illinois Secretary of State, and as otherwise required by Section 9-17-2 of the Village Code.

Ordinance 9-22-3 Visitor Permits:  This ordinance requires visitors to properly display a visitor permit when parking in a designated resident only parking areas.  This would generally apply to vehicles parked in any resident only parking restricted area.

9-22-3: VISITORS PERMITS:
It shall be the duty of the residents and businesses to inform visitors of the rules governing resident parking only between the hours of 2 a.m. and 6 a.m. Residents and businesses shall further register any guest or visitor needing to park during resident parking only hours with the River Grove Police Department by providing the department with the make, model, year and license plate number of the vehicle of their guest or visitor and the date(s) on which the guest or visitor will park during restricted times. No visitor or guest vehicle shall parking during restricted times for more than three (3) consecutive days without re-registering with the police department. (Ord. 2025-05, 3-17-2025)
